??到2020年全(quan)面(mian)建成小康社會(hui),是我們黨確定(ding)的(de)“兩(liang)個一(yi)百年”奮(fen)斗目(mu)(mu)(mu)標(biao)的(de)第一(yi)個百年奮(fen)斗目(mu)(mu)(mu)標(biao)。“十三五”時期是全(quan)面(mian)建成小康社會(hui)決(jue)勝階(jie)段,隨著合(he)肥市建設和發展,城(cheng)市綜合(he)實(shi)(shi)力快速提升(sheng),正(zheng)向“大湖名城(cheng)、創新高(gao)地(di)”和區域性特(te)大城(cheng)市的(de)目(mu)(mu)(mu)標(biao)昂首(shou)邁進(jin)(jin)。為(wei)加強職業病防(fang)治(zhi)工作,切實(shi)(shi)保(bao)護勞(lao)動者健(jian)康和生命安(an)全(quan),促(cu)進(jin)(jin)我市社會(hui)經濟(ji)發展,根據《職業病防(fang)治(zhi)法(fa)(fa)》等法(fa)(fa)律法(fa)(fa)規(gui),結合(he)我市實(shi)(shi)際,制定(ding)本(ben)規(gui)劃。
??一、職(zhi)業病(bing)防治現狀與存在的問題
??(一)職業病防(fang)治(zhi)的(de)現(xian)狀
??職(zhi)(zhi)(zhi)業(ye)(ye)病防治(zhi)(zhi)事關勞(lao)動(dong)者(zhe)(zhe)身體健(jian)康(kang)和生命安全(quan)(quan),事關經(jing)(jing)濟(ji)發(fa)展(zhan)和社會穩定大(da)(da)局,黨和政(zheng)府歷來高(gao)度(du)重視(shi)職(zhi)(zhi)(zhi)業(ye)(ye)病防治(zhi)(zhi)工(gong)作。我市(shi)職(zhi)(zhi)(zhi)業(ye)(ye)病防治(zhi)(zhi)工(gong)作在市(shi)委和市(shi)政(zheng)府的領導下,在各(ge)級各(ge)部門的密(mi)切配(pei)合和共同努力(li)下取得了(le)(le)長足(zu)進(jin)步。我市(shi)廣泛開(kai)展(zhan)了(le)(le)職(zhi)(zhi)(zhi)業(ye)(ye)衛(wei)生知識培(pei)訓、職(zhi)(zhi)(zhi)業(ye)(ye)病危害源頭治(zhi)(zhi)理和重點職(zhi)(zhi)(zhi)業(ye)(ye)病專項(xiang)整治(zhi)(zhi),規范用人單位職(zhi)(zhi)(zhi)業(ye)(ye)健(jian)康(kang)管(guan)理和勞(lao)動(dong)用工(gong)管(guan)理,嚴肅查(cha)處危害勞(lao)動(dong)者(zhe)(zhe)身體健(jian)康(kang)和生命安全(quan)(quan)的違法行(xing)為(wei),全(quan)(quan)市(shi)職(zhi)(zhi)(zhi)業(ye)(ye)病防治(zhi)(zhi)意識逐步增強,大(da)(da)中型企業(ye)(ye)職(zhi)(zhi)(zhi)業(ye)(ye)衛(wei)生條件(jian)有了(le)(le)較大(da)(da)改善,職(zhi)(zhi)(zhi)業(ye)(ye)病高(gao)發(fa)勢(shi)頭得到(dao)一定遏(e)制,有效保護(hu)了(le)(le)勞(lao)動(dong)者(zhe)(zhe)的健(jian)康(kang)和權益,促進(jin)了(le)(le)我市(shi)經(jing)(jing)濟(ji)社會的健(jian)康(kang)可持續發(fa)展(zhan)。
??合肥市(shi)作為(wei)全省的(de)經濟中(zhong)(zhong)心,存(cun)在職(zhi)業(ye)(ye)病(bing)危害因素的(de)企業(ye)(ye)數量(liang)多、行業(ye)(ye)復雜。“十二五”期間合肥市(shi)共報告職(zhi)業(ye)(ye)病(bing)257例(li),主(zhu)(zhu)要為(wei)塵(chen)肺(fei)病(bing)、急性(xing)中(zhong)(zhong)毒(du)病(bing)例(li)和(he)物理因素所致職(zhi)業(ye)(ye)病(bing)。其(qi)中(zhong)(zhong)塵(chen)肺(fei)病(bing)65例(li),鉛及(ji)其(qi)化合物中(zhong)(zhong)毒(du)65例(li),一氧化碳中(zhong)(zhong)毒(du)27例(li),職(zhi)業(ye)(ye)性(xing)中(zhong)(zhong)暑24例(li),其(qi)他職(zhi)業(ye)(ye)病(bing)76例(li),具體(ti)職(zhi)業(ye)(ye)病(bing)人數及(ji)種類(lei)分布詳(xiang)見(jian)表(biao)1。行業(ye)(ye)主(zhu)(zhu)要集(ji)中(zhong)(zhong)在制造業(ye)(ye)和(he)服(fu)務業(ye)(ye),崗(gang)位(wei)主(zhu)(zhu)要為(wei)操作工。

??(二(er))“十(shi)二(er)五”時(shi)期我市職業病防治取得(de)的(de)成就(jiu)
??“十二五”時期(qi)是合肥奮力跨越趕超、取得巨大成(cheng)就的五年,“十二五”規劃確定的主要目標(biao)和任(ren)務勝(sheng)利(li)完成(cheng)。全市各(ge)級(ji)各(ge)部門各(ge)單位認真貫徹(che)落實(shi)黨中央、國務院和省委、省政府關于加強(qiang)安全生(sheng)產工(gong)作(zuo)的決策部署(shu),強(qiang)化(hua)責任(ren)落實(shi),深化(hua)專(zhuan)項(xiang)治理(li),排(pai)查治理(li)隱患(huan),開創了我市職業病防(fang)治的新局面。
??1.多(duo)部門(men)協調配合,落實(shi)職業衛生監管職責
??2012年4月24日,市(shi)編辦下發(fa)《關(guan)于職(zhi)(zhi)業衛(wei)(wei)生(sheng)監管部門職(zhi)(zhi)責分工(gong)的通知》(合編辦〔2012〕125號),對(dui)全市(shi)職(zhi)(zhi)業衛(wei)(wei)生(sheng)監管職(zhi)(zhi)責進行了部門分工(gong),正式明確了市(shi)衛(wei)(wei)生(sheng)局、市(shi)安監局、市(shi)人社局、市(shi)總工(gong)會的職(zhi)(zhi)業衛(wei)(wei)生(sheng)監管職(zhi)(zhi)責分工(gong)。
??2012年11月19日,市(shi)(shi)政府辦(ban)公(gong)廳下發《合(he)肥(fei)市(shi)(shi)人民政府辦(ban)公(gong)廳關(guan)于成立(li)合(he)肥(fei)市(shi)(shi)職(zhi)業病防(fang)(fang)治(zhi)工(gong)作(zuo)(zuo)領(ling)導小(xiao)組(zu)的通(tong)知》(合(he)政辦(ban)秘(mi)〔2012〕126號)成立(li)了(le)由市(shi)(shi)政府分管(guan)(guan)領(ling)導任組(zu)長(chang),副(fu)秘(mi)書長(chang)和安監局(ju)、衛生局(ju)局(ju)長(chang)任副(fu)組(zu)長(chang),14個相關(guan)職(zhi)能部門負責人為成員(yuan)的職(zhi)業病防(fang)(fang)治(zhi)工(gong)作(zuo)(zuo)領(ling)導小(xiao)組(zu),初步構建了(le)齊抓共管(guan)(guan)新格局(ju),為各級(ji)各部門各司(si)其職(zhi)、整體聯動、形(xing)成強大合(he)力提供了(le)平臺。
??“十二五”期(qi)間,市衛(wei)生局、市安監局、市人社(she)局、市總工會切實履行各自職責,相(xiang)互協調配合,為(wei)預(yu)防、控制(zhi)和(he)消除職業病(bing)危害,保障(zhang)勞(lao)動者身體健康,促進(jin)全市經(jing)濟社(she)會發(fa)展提供了有力保障(zhang)
??2.落實企業職業病防(fang)治主體責任,從源頭防(fang)控職業病危害
??——職(zhi)業(ye)衛(wei)生監督檢(jian)查(cha)。根據職(zhi)業(ye)衛(wei)生監管職(zhi)責(ze)的調整,市安監局由職(zhi)業(ye)健康處(chu)負責(ze)職(zhi)業(ye)衛(wei)生監管工(gong)作(zuo),各縣(市)區(qu)(qu)職(zhi)業(ye)衛(wei)生監管職(zhi)責(ze)也(ye)相應(ying)進行了調整,配備了職(zhi)業(ye)衛(wei)生監管工(gong)作(zuo)人員。安監部門采取聯合執(zhi)法(fa)、事故查(cha)處(chu)、縣(市)區(qu)(qu)互查(cha)、專項檢(jian)查(cha)等多種形式,認真開展對企業(ye)的監督檢(jian)查(cha),督促用人單位落實職(zhi)業(ye)病防(fang)治主體責(ze)任。
??——職業衛(wei)生(sheng)“三同(tong)時”。研究(jiu)制定(ding)并逐步完善職業衛(wei)生(sheng)“三同(tong)時”相關制度,全(quan)面推開職業衛(wei)生(sheng)“三同(tong)時”審(shen)查工作,2012年,全(quan)市有66個(ge)建設項目(mu)開展職業衛(wei)生(sheng)“三同(tong)時”,2013年114個(ge),2014年94個(ge),職業病危害源頭控制工作成效初(chu)顯。
??——職(zhi)業(ye)危害(hai)項目(mu)申(shen)報(bao)(bao)(bao)。在(zai)全市范(fan)圍內開展職(zhi)業(ye)病危害(hai)項目(mu)申(shen)報(bao)(bao)(bao)工(gong)作,2013年底,全市累計申(shen)報(bao)(bao)(bao)用人單(dan)位3040家(jia)(jia);2014年底,累計申(shen)報(bao)(bao)(bao)3596家(jia)(jia)。
??——現(xian)(xian)狀評(ping)價(jia)。全面推進、不斷(duan)規范用人單位(wei)職(zhi)(zhi)業病(bing)危(wei)(wei)害(hai)現(xian)(xian)狀評(ping)價(jia)工作(zuo),掌握(wo)用人單位(wei)職(zhi)(zhi)業病(bing)危(wei)(wei)害(hai)風(feng)險程度(du),2013年(nian)全市(shi)9家企業開展現(xian)(xian)狀評(ping)價(jia),2014年(nian)共95家。
??——基礎建設(she)活(huo)動。開(kai)展(zhan)用人單位職業(ye)(ye)衛(wei)生基礎建設(she)活(huo)動,督促用人單位落實(shi)職業(ye)(ye)病防(fang)治各項措(cuo)施,截至2015年(nian)6月,全市開(kai)展(zhan)職業(ye)(ye)衛(wei)生基礎建設(she)活(huo)動的企業(ye)(ye)1233家,其中達到基礎建設(she)最低要(yao)求以(yi)上企業(ye)(ye)979家。
??3. 建立和完善(shan)基本職業病防治服務體系(xi)
??——強化(hua)職(zhi)(zhi)業(ye)(ye)健(jian)康監(jian)護、職(zhi)(zhi)業(ye)(ye)病診斷機構及衛生監(jian)督(du)(du)機構建設(she)。合肥(fei)(fei)市衛生局在對(dui)區(qu)級衛生監(jian)督(du)(du)員培(pei)訓基(ji)礎上,將(jiang)合肥(fei)(fei)市區(qu)職(zhi)(zhi)業(ye)(ye)衛生和放射衛生監(jian)管職(zhi)(zhi)責移交(jiao)區(qu)衛生監(jian)督(du)(du)所(suo),進一(yi)步完善了合肥(fei)(fei)市職(zhi)(zhi)業(ye)(ye)衛生監(jian)督(du)(du)機構建設(she)。職(zhi)(zhi)業(ye)(ye)健(jian)康監(jian)護、職(zhi)(zhi)業(ye)(ye)病診斷機構設(she)置已覆蓋合肥(fei)(fei)市城鄉,服務項目與(yu)職(zhi)(zhi)業(ye)(ye)病危害(hai)狀(zhuang)況基(ji)本適應。
??——重(zhong)點職業(ye)(ye)(ye)(ye)病(bing)(bing)(bing)(bing)和(he)職業(ye)(ye)(ye)(ye)健(jian)(jian)康(kang)(kang)監(jian)護(hu)監(jian)測。2006年(nian)6月30日合肥市(shi)正式啟動健(jian)(jian)康(kang)(kang)危害因素(su)監(jian)測網絡報告系(xi)統。2010-2015年(nian)度(du)合肥市(shi)共報告職業(ye)(ye)(ye)(ye)病(bing)(bing)(bing)(bing)257例(li),職業(ye)(ye)(ye)(ye)病(bing)(bing)(bing)(bing)病(bing)(bing)(bing)(bing)例(li)主(zhu)要為塵(chen)肺(fei)病(bing)(bing)(bing)(bing)、急(ji)性中毒(du)病(bing)(bing)(bing)(bing)例(li)和(he)物理因素(su)所致(zhi)職業(ye)(ye)(ye)(ye)病(bing)(bing)(bing)(bing),職業(ye)(ye)(ye)(ye)病(bing)(bing)(bing)(bing)的行業(ye)(ye)(ye)(ye)主(zhu)要為制造業(ye)(ye)(ye)(ye)、化工和(he)機械(xie)等。職業(ye)(ye)(ye)(ye)健(jian)(jian)康(kang)(kang)監(jian)護(hu)方面,合肥市(shi)2010年(nian)職業(ye)(ye)(ye)(ye)健(jian)(jian)康(kang)(kang)檢查9472人(ren),2011年(nian)15526人(ren),2012年(nian)19044人(ren),2013年(nian)29523人(ren),2014年(nian)57790人(ren)。
??——建立(li)并(bing)實施信(xin)(xin)息(xi)互通制度。規范報(bao)送職(zhi)(zhi)(zhi)業(ye)(ye)(ye)健康(kang)檢查(cha)和職(zhi)(zhi)(zhi)業(ye)(ye)(ye)病(bing)(bing)(bing)診斷(duan)工作(zuo)信(xin)(xin)息(xi),合肥市衛生(sheng)(sheng)局(ju)衛生(sheng)(sheng)監督所負責匯總全(quan)市職(zhi)(zhi)(zhi)業(ye)(ye)(ye)健康(kang)檢查(cha)和職(zhi)(zhi)(zhi)業(ye)(ye)(ye)病(bing)(bing)(bing)診斷(duan)信(xin)(xin)息(xi)。同時責任報(bao)告(gao)(gao)單位在發現(xian)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)病(bing)(bing)(bing)病(bing)(bing)(bing)人或(huo)者疑似職(zhi)(zhi)(zhi)業(ye)(ye)(ye)病(bing)(bing)(bing)病(bing)(bing)(bing)人時,除進行(xing)網絡直報(bao)外,及(ji)時向所在地(di)衛生(sheng)(sheng)行(xing)政部門(men)(men)和安(an)全(quan)生(sheng)(sheng)產監督管(guan)理部門(men)(men)報(bao)告(gao)(gao),并(bing)填(tian)寫《確(que)診職(zhi)(zhi)(zhi)業(ye)(ye)(ye)病(bing)(bing)(bing)報(bao)告(gao)(gao)卡》和《疑似職(zhi)(zhi)(zhi)業(ye)(ye)(ye)病(bing)(bing)(bing)報(bao)告(gao)(gao)卡》。
??——放射(she)衛生監(jian)(jian)督(du)檢查(cha)。2012年-2014年合肥市連續三(san)年開展(zhan)了放射(she)衛生重點監(jian)(jian)督(du)檢查(cha)和摸底調查(cha)工作,對放射(she)診療工作各(ge)(ge)級(ji)各(ge)(ge)類(lei)醫療機構(gou)監(jian)(jian)督(du)和調查(cha)覆蓋率(lv)達100%。
??4.建立和完善(shan)職(zhi)業病人(ren)社(she)會保障體系
??——依(yi)法(fa)督查用(yong)(yong)人單(dan)位規范用(yong)(yong)工(gong)(gong)(gong)行為(wei)。用(yong)(yong)人單(dan)位必須五險(xian)合一(yi)為(wei)職工(gong)(gong)(gong)繳納(na)(na)社會保(bao)(bao)險(xian)費(fei);每年社會保(bao)(bao)險(xian)部門都對用(yong)(yong)人單(dan)位參保(bao)(bao)情況進行稽核,確保(bao)(bao)用(yong)(yong)人單(dan)位全(quan)員參保(bao)(bao);根據行業特點,依(yi)法(fa)將特殊行業納(na)(na)入(ru)工(gong)(gong)(gong)傷(shang)(shang)保(bao)(bao)險(xian),目前,我市建筑行業已全(quan)部納(na)(na)入(ru)了工(gong)(gong)(gong)傷(shang)(shang)保(bao)(bao)險(xian)范圍,參保(bao)(bao)方式是(shi)根據工(gong)(gong)(gong)程造價和(he)千分之一(yi)繳納(na)(na)工(gong)(gong)(gong)傷(shang)(shang)保(bao)(bao)險(xian)費(fei),凡是(shi)在工(gong)(gong)(gong)程期內施工(gong)(gong)(gong)作業時(shi)受到(dao)的傷(shang)(shang)害都認(ren)可為(wei)參加(jia)了工(gong)(gong)(gong)傷(shang)(shang)保(bao)(bao)險(xian)。
??——全面(mian)落(luo)實(shi)職業(ye)病患(huan)者的(de)(de)工傷(shang)(shang)待遇。將工傷(shang)(shang)保(bao)(bao)險(xian)條例實(shi)施(shi)前的(de)(de)老(lao)職業(ye)病患(huan)者納入工傷(shang)(shang)保(bao)(bao)險(xian)基金統一(yi)管(guan)理(li);對(dui)于(yu)新(xin)發生的(de)(de)職業(ye)病患(huan)者,經診斷、認定(ding)、鑒定(ding),然(ran)后根據工傷(shang)(shang)等級享受工傷(shang)(shang)保(bao)(bao)險(xian)待遇;全面(mian)落(luo)實(shi)社(she)會保(bao)(bao)險(xian)法規(gui)定(ding)的(de)(de)工傷(shang)(shang)保(bao)(bao)險(xian)待遇先行支付(fu)政(zheng)策;全面(mian)保(bao)(bao)障職業(ye)患(huan)者的(de)(de)醫(yi)療就治。
??——重視(shi)幫助職工(gong)(gong)(gong)維權,強化(hua)職工(gong)(gong)(gong)勞(lao)動(dong)保(bao)護(hu)和(he)職業病(bing)防治(zhi)工(gong)(gong)(gong)作(zuo)。督(du)促(cu)全市企事業單(dan)位抓(zhua)好職工(gong)(gong)(gong)勞(lao)動(dong)保(bao)護(hu)和(he)職業病(bing)防治(zhi)工(gong)(gong)(gong)作(zuo);組(zu)織開展職業病(bing)防治(zhi)法宣傳活動(dong);組(zu)織開展勞(lao)動(dong)保(bao)護(hu)和(he)職業病(bing)防治(zhi)監(jian)督(du)檢查;積極協調處理職工(gong)(gong)(gong)投訴案(an)件。
??——組織開展“安(an)康杯(bei)”競賽活動(dong)。“十二五(wu)”期(qi)間,合(he)肥(fei)市(shi)總(zong)工(gong)會緊扣“保障(zhang)職工(gong)安(an)全健康”這一活動(dong)主題,結合(he)我市(shi)實際,開展了一系列富有時(shi)代(dai)特色的安(an)全文化(hua)活動(dong)。
??——精心籌劃(hua),組織(zhi)開展夏日“送(song)清涼”活動。
??(三)存在的問題及原因
??當前我市(shi)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)防(fang)(fang)治(zhi)形勢依然(ran)嚴峻,主(zhu)要(yao)(yao)存在(zai)(zai)(zai)(zai)以下問(wen)題:一(yi)是(shi)(shi)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)報告(gao)病(bing)(bing)例(li)數(shu)居高不下。“十(shi)二(er)五”期(qi)間合(he)肥市(shi)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)診(zhen)斷(duan)機構診(zhen)斷(duan)并上報職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)257例(li),其(qi)中(zhong)(zhong)(zhong)(zhong)2011年(nian)(nian)(nian)(nian)(nian)65例(li), 2012年(nian)(nian)(nian)(nian)(nian)34例(li),2013年(nian)(nian)(nian)(nian)(nian)48例(li), 2014年(nian)(nian)(nian)(nian)(nian)90例(li), 2015年(nian)(nian)(nian)(nian)(nian)截止(zhi)至11月20日(ri)報告(gao)20例(li),行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)主(zhu)要(yao)(yao)集(ji)中(zhong)(zhong)(zhong)(zhong)在(zai)(zai)(zai)(zai)制(zhi)造業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)和(he)服(fu)(fu)務業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye),崗位主(zhu)要(yao)(yao)為操作工(gong)(gong)(gong)。二(er)是(shi)(shi)塵(chen)肺病(bing)(bing)病(bing)(bing)例(li)數(shu)多(duo)發(fa)。“十(shi)二(er)五”期(qi)間合(he)肥市(shi)共報告(gao)塵(chen)肺病(bing)(bing)65例(li),2011年(nian)(nian)(nian)(nian)(nian)、2013年(nian)(nian)(nian)(nian)(nian)、2014年(nian)(nian)(nian)(nian)(nian)、2015年(nian)(nian)(nian)(nian)(nian)每年(nian)(nian)(nian)(nian)(nian)塵(chen)肺病(bing)(bing)報告(gao)人數(shu)均(jun)在(zai)(zai)(zai)(zai)14至15例(li),2012年(nian)(nian)(nian)(nian)(nian)7例(li)。其(qi)中(zhong)(zhong)(zhong)(zhong)電焊工(gong)(gong)(gong)塵(chen)肺最多(duo),共28例(li),呈(cheng)逐(zhu)(zhu)年(nian)(nian)(nian)(nian)(nian)上升趨勢,主(zhu)要(yao)(yao)分(fen)布在(zai)(zai)(zai)(zai)機械制(zhi)造、金屬(shu)制(zhi)品加工(gong)(gong)(gong)等(deng)行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye);其(qi)次是(shi)(shi)矽肺,共25例(li)。三是(shi)(shi)急(ji)性(xing)中(zhong)(zhong)(zhong)(zhong)毒病(bing)(bing)例(li)多(duo)發(fa)。一(yi)氧化(hua)碳中(zhong)(zhong)(zhong)(zhong)毒主(zhu)要(yao)(yao)集(ji)中(zhong)(zhong)(zhong)(zhong)在(zai)(zai)(zai)(zai)住宿和(he)餐飲(yin)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye),鉛及其(qi)化(hua)合(he)物中(zhong)(zhong)(zhong)(zhong)毒集(ji)中(zhong)(zhong)(zhong)(zhong)在(zai)(zai)(zai)(zai)煉鋼業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye),其(qi)他職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)性(xing)急(ji)性(xing)中(zhong)(zhong)(zhong)(zhong)毒涉及到服(fu)(fu)務業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)、化(hua)工(gong)(gong)(gong)、農林牧漁業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)等(deng)諸多(duo)行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)。四是(shi)(shi)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)健(jian)(jian)康檢查覆(fu)蓋率低。2010年(nian)(nian)(nian)(nian)(nian)至2014年(nian)(nian)(nian)(nian)(nian),我市(shi)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)健(jian)(jian)康檢查人數(shu)雖然(ran)逐(zhu)(zhu)年(nian)(nian)(nian)(nian)(nian)增(zeng)高,但是(shi)(shi)相對于(yu)龐大(da)的(de)從(cong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)人員,職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)健(jian)(jian)康檢查的(de)覆(fu)蓋率還是(shi)(shi)很低。五是(shi)(shi)中(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)和(he)農民(min)工(gong)(gong)(gong)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)衛(wei)生問(wen)題突出。許多(duo)中(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)尤其(qi)是(shi)(shi)一(yi)些(xie)個體(ti)私營企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye),作業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)環(huan)境條(tiao)件惡劣(lie),工(gong)(gong)(gong)作場所職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)危害因素超標嚴重(zhong),工(gong)(gong)(gong)人長期(qi)接觸高濃度職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)有害因素;在(zai)(zai)(zai)(zai)城(cheng)鎮化(hua)、工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)化(hua)過程中(zhong)(zhong)(zhong)(zhong),大(da)量(liang)農民(min)進城(cheng)就業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye),由于(yu)文化(hua)水平低,缺乏職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)衛(wei)生知識,健(jian)(jian)康保護意識不強(qiang),職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)防(fang)(fang)護技能(neng)缺乏,自我防(fang)(fang)護能(neng)力差,導致農民(min)工(gong)(gong)(gong)群體(ti)受職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)危害的(de)問(wen)題比較(jiao)突出。
??產(chan)生(sheng)上述問題的(de)主要原因:一(yi)是用人(ren)單位職(zhi)業(ye)病(bing)防(fang)治責任不(bu)落(luo)實。一(yi)些用人(ren)單位沒有(you)(you)(you)真正樹立以人(ren)為本(ben)的(de)理念,對(dui)職(zhi)業(ye)病(bing)危(wei)害的(de)認識(shi)不(bu)足(zu)(zu),對(dui)勞動者健(jian)康重視不(bu)夠(gou),防(fang)治主體責任不(bu)落(luo)實,沒有(you)(you)(you)采取有(you)(you)(you)效的(de)綜合(he)治理措施,違法行為仍(reng)(reng)然(ran)存在。二是勞動者對(dui)職(zhi)業(ye)危(wei)害認識(shi)不(bu)足(zu)(zu)。省內和外(wai)出(chu)務工(gong)的(de)農(nong)民工(gong)中相當一(yi)部分人(ren)仍(reng)(reng)然(ran)從事(shi)著有(you)(you)(you)毒有(you)(you)(you)害作業(ye),但是由于其對(dui)職(zhi)業(ye)病(bing)危(wei)害的(de)認識(shi)不(bu)足(zu)(zu),在這個特殊人(ren)群中出(chu)現許多職(zhi)業(ye)衛生(sheng)問題。
??二、總(zong)體要求(qiu)
??(一)指導思想(xiang)
??高舉中(zhong)國特(te)色社會主義偉大旗幟,全(quan)面(mian)貫徹(che)黨(dang)的十八(ba)大和十八(ba)屆三(san)中(zhong)、四(si)中(zhong)、五中(zhong)全(quan)會精(jing)神,以馬克思列(lie)寧主義、毛澤東思想(xiang)、鄧小平理(li)論、“三(san)個代(dai)表(biao)”重要思想(xiang)、科(ke)學發(fa)展觀為指(zhi)導,深入貫徹(che)習近平總(zong)書記系列(lie)重要講(jiang)話精(jing)神,認真落實(shi)“四(si)個全(quan)面(mian)”戰略布局,牢固樹立(li)以人為本、科(ke)學發(fa)展、安全(quan)發(fa)展的理(li)念(nian),認真貫徹(che)實(shi)施《職(zhi)業(ye)病防(fang)治(zhi)(zhi)法》、《國家(jia)職(zhi)業(ye)病防(fang)治(zhi)(zhi)規劃(hua)(2016-2020年(nian))》和《安徽省職(zhi)業(ye)病防(fang)治(zhi)(zhi)規劃(hua)(2016-2020年(nian))》等(deng)職(zhi)業(ye)病防(fang)治(zhi)(zhi)相關法律法規的要求,加(jia)強領導,規范管理(li),依靠科(ke)技進(jin)步,落實(shi)用(yong)人單位職(zhi)業(ye)病防(fang)治(zhi)(zhi)主體責任,突出重點行業(ye)職(zhi)業(ye)病危害治(zhi)(zhi)理(li),控(kong)制嚴重職(zhi)業(ye)病危害,保(bao)障(zhang)勞動者身體健康和生命安全(quan),促進(jin)全(quan)市經濟社會持續協調發(fa)展。
??(二)基本(ben)原則
??“十(shi)三(san)五”是中國經濟轉型和改(gai)革(ge)的(de)關(guan)鍵時期,黨的(de)十(shi)八屆三(san)中全會明確(que)要(yao)求(qiu)(qiu),要(yao)使市場在(zai)資源(yuan)配置中起決定性作用和更好發(fa)揮政府作用。編(bian)制(zhi)“十(shi)三(san)五”規劃(hua),要(yao)充分體現(xian)這一要(yao)求(qiu)(qiu),既要(yao)增強規劃(hua)的(de)戰(zhan)略(lve)性、宏觀(guan)性、指(zhi)導性,也要(yao)提升(sheng)規劃(hua)的(de)權(quan)威性、嚴肅性和約束力。
??1.預(yu)(yu)防(fang)為主,防(fang)治(zhi)結(jie)合。堅持標本兼治(zhi)、重在治(zhi)本、綜(zong)合治(zhi)理(li),控制(zhi)職(zhi)業(ye)(ye)病危(wei)(wei)害源頭,改(gai)進(jin)生產工(gong)藝、改(gai)善工(gong)作(zuo)場所(suo)作(zuo)業(ye)(ye)環境、加強個(ge)體防(fang)護和健康管(guan)理(li),預(yu)(yu)防(fang)控制(zhi)職(zhi)業(ye)(ye)病危(wei)(wei)害。
??2.統(tong)籌規劃,分步實施。既著(zhu)(zhu)眼(yan)長遠(yuan),不斷完(wan)善制度和(he)監(jian)管體(ti)系,又立足當前,著(zhu)(zhu)力解決目(mu)前防(fang)治工作中的(de)突出問題。
??3.突出重(zhong)(zhong)點(dian)(dian),加強監管。重(zhong)(zhong)點(dian)(dian)解(jie)決我(wo)市目前對勞動(dong)者危(wei)害比較嚴重(zhong)(zhong)的職業病。加強對重(zhong)(zhong)點(dian)(dian)行業、重(zhong)(zhong)點(dian)(dian)企業、重(zhong)(zhong)點(dian)(dian)人群的監管力度(du)。
??4.協同配合(he),形(xing)成(cheng)合(he)力。不斷完(wan)善(shan)制(zhi)度和監(jian)管體(ti)系,安(an)監(jian)、衛生(sheng)、人力資源社會保障(zhang)、工(gong)會等(deng)部(bu)門按(an)照法(fa)律賦(fu)予(yu)的職責,明確(que)分工(gong),履(lv)行職能,協調配合(he),建(jian)立信息共(gong)(gong)享平臺,形(xing)成(cheng)職業(ye)病防治工(gong)作信息互通、齊(qi)抓共(gong)(gong)管的良好局(ju)面。
??5.宣(xuan)傳動(dong)員,社會參(can)與。廣泛開展職業(ye)病(bing)防治(zhi)宣(xuan)傳教育,增強用人單位的(de)法律(lv)責任意(yi)識和社會責任感,提高勞動(dong)者的(de)自我保護意(yi)識,充(chong)分發揮(hui)社會監督作用。
??(三)規劃目標
??在政府的統一領導下,各(ge)(ge)有關部門要切實履行(xing)各(ge)(ge)自職責,相(xiang)互(hu)協調(diao)配合,努力完成《國家(jia)職業病防治(zhi)規劃(hua)(2016-2020年)》和《安徽省職業病防治(zhi)規劃(hua)(2016-2020年)》所(suo)確定的各(ge)(ge)項目標任務。
??到2020年,基本(ben)控制重(zhong)大(da)急性(xing)職(zhi)業病(bing)危害事(shi)故(gu)的發生,能夠基本(ben)消(xiao)除(chu)醫療機(ji)構急性(xing)職(zhi)業性(xing)放射(she)性(xing)疾病(bing)。
??三(san)、主(zhu)要任務
??(一) 落實(shi)用人單位(wei)主體責任(ren)
??1、依法采取(qu)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)病(bing)(bing)防治(zhi)管(guan)(guan)理(li)(li)措施。用(yong)人(ren)單位依法設(she)置職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)衛(wei)生管(guan)(guan)理(li)(li)機(ji)構,配備職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)衛(wei)生管(guan)(guan)理(li)(li)人(ren)員(yuan);制(zhi)(zhi)定(ding)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)病(bing)(bing)防治(zhi)計劃和(he)實施方(fang)案;建(jian)(jian)立、健(jian)(jian)全職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)衛(wei)生管(guan)(guan)理(li)(li)制(zhi)(zhi)度和(he)操作規程(cheng);建(jian)(jian)立、健(jian)(jian)全職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)衛(wei)生檔(dang)案和(he)勞動者健(jian)(jian)康監(jian)護檔(dang)案;建(jian)(jian)立、健(jian)(jian)全工作場所職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)病(bing)(bing)危害因素監(jian)測(ce)及評(ping)價制(zhi)(zhi)度;建(jian)(jian)立、健(jian)(jian)全職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)病(bing)(bing)危害事故應急救援(yuan)預案。
??2、依法落實職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)前期預防(fang)措施(shi)(shi)。用(yong)人(ren)單位依法向勞(lao)動者提供符合職(zhi)(zhi)業(ye)(ye)衛(wei)生(sheng)(sheng)要求的(de)工(gong)(gong)作場所(suo);依法如實申(shen)報職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)危(wei)害(hai)項目;優先采用(yong)有利于(yu)防(fang)治職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)和保護(hu)勞(lao)動者健康的(de)新(xin)技術、新(xin)工(gong)(gong)藝、新(xin)設(she)備、新(xin)材料;對可能產生(sheng)(sheng)職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)危(wei)害(hai)的(de)建(jian)設(she)項目,職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)防(fang)護(hu)設(she)施(shi)(shi)所(suo)需費用(yong)應當納入(ru)建(jian)設(she)項目工(gong)(gong)程預算,并(bing)與主體工(gong)(gong)程同(tong)時設(she)計,同(tong)時施(shi)(shi)工(gong)(gong),同(tong)時投(tou)入(ru)生(sheng)(sheng)產和使用(yong);企業(ye)(ye)必須(xu)履行職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)危(wei)害(hai)預評(ping)價(jia)、職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)防(fang)護(hu)設(she)施(shi)(shi)設(she)計、職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)防(fang)護(hu)設(she)施(shi)(shi)控制效(xiao)果評(ping)價(jia)、竣(jun)工(gong)(gong)驗收等法定義務,把住職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)危(wei)害(hai)的(de)源頭(tou)控制關。
??3、依法采用(yong)(yong)(yong)(yong)(yong)有(you)效(xiao)的(de)(de)職(zhi)(zhi)業病(bing)(bing)(bing)(bing)防(fang)護(hu)(hu)設(she)(she)施(shi)。用(yong)(yong)(yong)(yong)(yong)人單位(wei)(wei)(wei)必(bi)須(xu)采用(yong)(yong)(yong)(yong)(yong)有(you)效(xiao)的(de)(de)職(zhi)(zhi)業病(bing)(bing)(bing)(bing)防(fang)護(hu)(hu)設(she)(she)施(shi),并為勞動者提供個(ge)人使(shi)用(yong)(yong)(yong)(yong)(yong)的(de)(de)職(zhi)(zhi)業病(bing)(bing)(bing)(bing)防(fang)護(hu)(hu)用(yong)(yong)(yong)(yong)(yong)品(pin);對(dui)(dui)可能發生急(ji)性職(zhi)(zhi)業損傷的(de)(de)有(you)毒(du)、有(you)害工作(zuo)場(chang)所,用(yong)(yong)(yong)(yong)(yong)人單位(wei)(wei)(wei)應當(dang)設(she)(she)置(zhi)報警裝置(zhi),配置(zhi)現場(chang)急(ji)救(jiu)用(yong)(yong)(yong)(yong)(yong)品(pin)、沖洗設(she)(she)備、應急(ji)撤離通道和(he)必(bi)要的(de)(de)泄(xie)險區;對(dui)(dui)放(fang)射(she)工作(zuo)場(chang)所和(he)放(fang)射(she)性同位(wei)(wei)(wei)素的(de)(de)運輸、貯存,用(yong)(yong)(yong)(yong)(yong)人單位(wei)(wei)(wei)必(bi)須(xu)配置(zhi)防(fang)護(hu)(hu)設(she)(she)備和(he)報警裝置(zhi),保(bao)證接觸放(fang)射(she)線的(de)(de)工作(zuo)人員(yuan)佩(pei)戴個(ge)人劑量(liang)計;對(dui)(dui)職(zhi)(zhi)業病(bing)(bing)(bing)(bing)防(fang)護(hu)(hu)設(she)(she)備、應急(ji)救(jiu)援設(she)(she)施(shi)和(he)個(ge)人使(shi)用(yong)(yong)(yong)(yong)(yong)的(de)(de)職(zhi)(zhi)業病(bing)(bing)(bing)(bing)防(fang)護(hu)(hu)用(yong)(yong)(yong)(yong)(yong)品(pin),用(yong)(yong)(yong)(yong)(yong)人單位(wei)(wei)(wei)應當(dang)進行(xing)經常(chang)性的(de)(de)維護(hu)(hu)、檢(jian)修,定期(qi)檢(jian)測其性能和(he)效(xiao)果,確保(bao)其處于(yu)正常(chang)狀態,不(bu)得擅自拆除或者停止使(shi)用(yong)(yong)(yong)(yong)(yong)。
??4、依(yi)法履(lv)行告知(zhi)義務。產(chan)(chan)生職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)危(wei)(wei)(wei)害(hai)的(de)用(yong)人單位(wei)(wei)(wei),應(ying)(ying)當在醒(xing)(xing)目位(wei)(wei)(wei)置設(she)置公(gong)告欄,公(gong)布有關(guan)職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)防治的(de)規章制(zhi)度、操作(zuo)規程(cheng)、職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)危(wei)(wei)(wei)害(hai)事故應(ying)(ying)急救援措(cuo)施和工作(zuo)場所職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)危(wei)(wei)(wei)害(hai)因素檢測結果;對產(chan)(chan)生嚴(yan)重職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)危(wei)(wei)(wei)害(hai)的(de)作(zuo)業(ye)(ye)崗位(wei)(wei)(wei),應(ying)(ying)當在其醒(xing)(xing)目位(wei)(wei)(wei)置,設(she)置警示標識和中(zhong)(zhong)文(wen)警示說(shuo)明(ming);用(yong)人單位(wei)(wei)(wei)與勞動(dong)者訂立勞動(dong)合(he)同時,應(ying)(ying)當將工作(zuo)過程(cheng)中(zhong)(zhong)可能產(chan)(chan)生的(de)職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)危(wei)(wei)(wei)害(hai)及其后(hou)果、職(zhi)(zhi)業(ye)(ye)病(bing)(bing)(bing)防護措(cuo)施和待遇等如實告知(zhi)勞動(dong)者,并在勞動(dong)合(he)同中(zhong)(zhong)寫明(ming),不得(de)隱瞞或者欺騙(pian)。
??5、加強職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)健康(kang)監護和(he)(he)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)病(bing)(bing)(bing)人(ren)(ren)(ren)救(jiu)治。對從事(shi)接觸職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)危(wei)害(hai)(hai)的(de)(de)作業(ye)(ye)(ye)(ye)(ye)(ye)的(de)(de)勞(lao)(lao)動(dong)(dong)者(zhe),用(yong)(yong)(yong)人(ren)(ren)(ren)單(dan)(dan)位(wei)應(ying)(ying)當(dang)(dang)(dang)按照規定組織上(shang)崗(gang)(gang)前、在崗(gang)(gang)期(qi)(qi)間和(he)(he)離崗(gang)(gang)時(shi)的(de)(de)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)健康(kang)檢(jian)查(cha),并將(jiang)檢(jian)查(cha)結果書面告知勞(lao)(lao)動(dong)(dong)者(zhe);發生或者(zhe)可能發生急(ji)性職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)危(wei)害(hai)(hai)事(shi)故時(shi),用(yong)(yong)(yong)人(ren)(ren)(ren)單(dan)(dan)位(wei)應(ying)(ying)當(dang)(dang)(dang)立(li)即采取應(ying)(ying)急(ji)救(jiu)援(yuan)和(he)(he)控制措(cuo)施,并及時(shi)報(bao)告所在地安(an)全生產監督管理部(bu)門(men)和(he)(he)有關部(bu)門(men);對遭(zao)受或者(zhe)可能遭(zao)受急(ji)性職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)危(wei)害(hai)(hai)的(de)(de)勞(lao)(lao)動(dong)(dong)者(zhe),用(yong)(yong)(yong)人(ren)(ren)(ren)單(dan)(dan)位(wei)應(ying)(ying)當(dang)(dang)(dang)及時(shi)組織救(jiu)治、進行健康(kang)檢(jian)查(cha)和(he)(he)醫(yi)學觀察;用(yong)(yong)(yong)人(ren)(ren)(ren)單(dan)(dan)位(wei)應(ying)(ying)當(dang)(dang)(dang)及時(shi)安(an)排(pai)對疑(yi)似職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)病(bing)(bing)(bing)人(ren)(ren)(ren)進行診(zhen)(zhen)斷,在疑(yi)似職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)病(bing)(bing)(bing)人(ren)(ren)(ren)診(zhen)(zhen)斷或者(zhe)醫(yi)學觀察期(qi)(qi)間,不得解除或者(zhe)終止與其訂(ding)立(li)的(de)(de)勞(lao)(lao)動(dong)(dong)合同, 疑(yi)似職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)病(bing)(bing)(bing)人(ren)(ren)(ren)在診(zhen)(zhen)斷、醫(yi)學觀察期(qi)(qi)間的(de)(de)費(fei)用(yong)(yong)(yong),由用(yong)(yong)(yong)人(ren)(ren)(ren)單(dan)(dan)位(wei)承(cheng)擔(dan);用(yong)(yong)(yong)人(ren)(ren)(ren)單(dan)(dan)位(wei)應(ying)(ying)當(dang)(dang)(dang)按照國家有關規定,安(an)排(pai)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)病(bing)(bing)(bing)人(ren)(ren)(ren)進行治療(liao)、康(kang)復(fu)和(he)(he)定期(qi)(qi)檢(jian)查(cha);用(yong)(yong)(yong)人(ren)(ren)(ren)單(dan)(dan)位(wei)對不適宜繼續從事(shi)原工作的(de)(de)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)病(bing)(bing)(bing)人(ren)(ren)(ren),應(ying)(ying)當(dang)(dang)(dang)調離原崗(gang)(gang)位(wei),并妥善(shan)安(an)置;用(yong)(yong)(yong)人(ren)(ren)(ren)單(dan)(dan)位(wei)對從事(shi)接觸職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)危(wei)害(hai)(hai)的(de)(de)作業(ye)(ye)(ye)(ye)(ye)(ye)的(de)(de)勞(lao)(lao)動(dong)(dong)者(zhe),應(ying)(ying)當(dang)(dang)(dang)給予適當(dang)(dang)(dang)崗(gang)(gang)位(wei)津貼。
??(二)強化職業危害防治監管
??1、繼續開展(zhan)企業職業衛生基礎(chu)建(jian)設工(gong)作。用(yong)人單位(wei)是職業病(bing)防治的(de)責任(ren)主體,通過基礎(chu)建(jian)設活動,實現用(yong)人單位(wei)每個(ge)接觸(chu)危害崗位(wei)和環節的(de)職業病(bing)防治措施到位(wei),不斷提高管理水平,促進用(yong)人單位(wei)主體責任(ren)落實到位(wei)。
??2、開(kai)展建設(she)(she)項(xiang)目職(zhi)(zhi)業(ye)衛(wei)生“三(san)同時”專項(xiang)檢查。加強建設(she)(she)項(xiang)目職(zhi)(zhi)業(ye)衛(wei)生“三(san)同時”事(shi)前(qian)事(shi)中事(shi)后監(jian)管,采用明察(cha)暗訪(fang)、嚴(yan)格執法、誠信體(ti)系建設(she)(she)等(deng)手段,推進企(qi)(qi)業(ye)落實“三(san)同時”制度,監(jian)督企(qi)(qi)業(ye)從源頭控制職(zhi)(zhi)業(ye)病危害。
??3、加強(qiang)日常監督(du)執(zhi)法,嚴厲打擊違(wei)法行(xing)(xing)為。督(du)促用(yong)人(ren)單位(wei)按規(gui)定開展職業病危害因(yin)素定期(qi)檢(jian)測和(he)現狀評(ping)價工作,并且(qie)針(zhen)對檢(jian)測和(he)評(ping)價結果進行(xing)(xing)整改(gai),從源頭(tou)上(shang)有效(xiao)控制職業病的危害。
??4、強化(hua)重點(dian)行業(ye)、重點(dian)職業(ye)病(bing)(bing)危害(hai)的(de)監管。以塵(chen)毒(du)危害(hai)嚴重的(de)金屬制品、煉(lian)鋼、居民服務(wu)等行業(ye)領域為重點(dian),強化(hua)塵(chen)肺(fei)(fei)病(bing)(bing)、急(ji)性職業(ye)中(zhong)毒(du)等職業(ye)病(bing)(bing)危害(hai)的(de)監管,降(jiang)低塵(chen)肺(fei)(fei)病(bing)(bing)特別是電焊(han)工塵(chen)肺(fei)(fei)的(de)發病(bing)(bing)率,有(you)效防范重大職業(ye)中(zhong)毒(du)事(shi)件的(de)發生。
??(三)完善職業病防治服務體系
??1、開展煤工(gong)塵肺(fei)、矽肺(fei)、石棉(mian)肺(fei)及石棉(mian)所致肺(fei)癌和間(jian)皮瘤、苯(ben)(ben)中毒及苯(ben)(ben)所致白血病(bing)、鉛中毒、噪(zao)聲聾、布魯氏菌病(bing)等重(zhong)點(dian)職(zhi)業病(bing)監測,監測項目(mu)完成率(lv)100%。開展安徽省(sheng)立醫院、安徽省(sheng)立兒童(tong)醫院、合肥市婦幼保(bao)健院等醫療機構職(zhi)業性(xing)(xing)放射性(xing)(xing)疾病(bing)和醫用輻射監測,監測項目(mu)完成率(lv)100%。
??2、成立合肥(fei)市(shi)職(zhi)(zhi)業健康(kang)風險評估領(ling)導組,對合肥(fei)市(shi)職(zhi)(zhi)業病(bing)防(fang)治(zhi)工作(zuo)進行統一部署和(he)科(ke)學決策(ce)。建立合肥(fei)市(shi)職(zhi)(zhi)業健康(kang)風險評估領(ling)導組技(ji)(ji)術指導組,開展(zhan)職(zhi)(zhi)業病(bing)防(fang)治(zhi)工作(zuo)技(ji)(ji)術指導,確保合肥(fei)市(shi)職(zhi)(zhi)業病(bing)防(fang)治(zhi)工作(zuo)健康(kang)、協(xie)調、可持續發(fa)展(zhan)。
??3、開展(zhan)對醫療機(ji)(ji)構放射工作人員(yuan)個人劑量監(jian)測(ce)情況的(de)監(jian)督檢查(cha),規范職業病(bing)(bing)的(de)預防(fang)、保健(jian),并查(cha)處違(wei)法行為;開展(zhan)對承擔(dan)職業健(jian)康檢查(cha)、職業病(bing)(bing)診斷、放射衛(wei)生技術服務機(ji)(ji)構(涉及對醫療機(ji)(ji)構放射性(xing)危害(hai)(hai)檢測(ce)、評價)監(jian)督管(guan)理,規范職業病(bing)(bing)的(de)檢查(cha)和(he)救治;開展(zhan)對醫療機(ji)(ji)構放射診療建設(she)項目進行職業病(bing)(bing)危害(hai)(hai)預評價審核和(he)竣(jun)工驗收。
??(四(si))完善職業(ye)病人社會(hui)保障體系(xi)
??1、利用勞動(dong)(dong)監察、勞動(dong)(dong)仲裁等行政(zheng)手段,強(qiang)化(hua)用人(ren)單位(wei)和勞動(dong)(dong)者簽訂勞動(dong)(dong)合(he)同(tong),及時為勞動(dong)(dong)者辦理參加工傷(shang)保險手續(xu),覆蓋率做到(dao)100%。
??2、利用(yong)“綠色(se)通道”,進一步(bu)簡化職(zhi)業病患者的(de)工傷認(ren)定程序,及時(shi)保障職(zhi)業病患者的(de)就醫用(yong)藥,足額補償職(zhi)業病患者的(de)工傷待遇。
??3、“十三五”期間(jian),合(he)肥市總工(gong)(gong)會將為10萬名農民(min)工(gong)(gong)購買(mai)(mai)農民(min)工(gong)(gong)專項互助保險,提高建筑、機械加工(gong)(gong)等人身(shen)意外多發行(xing)業農民(min)工(gong)(gong)抵御風險的能力(li),引(yin)導(dao)和(he)逐步過(guo)渡為鼓勵農民(min)工(gong)(gong)自愿(yuan)購買(mai)(mai)。
??(五)加強職業健康宣傳教育(yu)和文(wen)化建設
??充(chong)分發揮微信平臺等新媒體的(de)作(zuo)用(yong),普及職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)病防(fang)治法(fa)律法(fa)規(gui)知識(shi)(shi),加強(qiang)對政府監(jian)管(guan)人(ren)員(yuan)、企業(ye)(ye)(ye)(ye)負責人(ren)、職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)衛(wei)生管(guan)理人(ren)員(yuan)及廣(guang)大勞動(dong)者的(de)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)病防(fang)治知識(shi)(shi)培訓,積(ji)極推進工(gong)作(zuo)場所職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)健康(kang)教(jiao)育。進一步做好工(gong)傷保險(xian)宣傳工(gong)作(zuo),開(kai)展多種形式的(de)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)衛(wei)生安(an)全(quan)(quan)和勞動(dong)保護(hu)宣傳教(jiao)育培訓活動(dong),切實提高(gao)職(zhi)(zhi)(zhi)工(gong)安(an)全(quan)(quan)素質。

??全面落實(shi)政府有關部(bu)門工作(zuo)職(zhi)責,明(ming)確部(bu)門之間的(de)監(jian)管職(zhi)責關系,避免職(zhi)責交叉。充分發揮(hui)政府職(zhi)業(ye)病(bing)防(fang)治領導組作(zuo)用,加強(qiang)與部(bu)門的(de)協調溝通。加強(qiang)縣(xian)、區(qu)、鄉鎮(街(jie)道)職(zhi)業(ye)衛生監(jian)管隊伍建設,各(ge)級監(jian)管部(bu)門通過推(tui)廣政府購買(mai)技(ji)術服務、委托執法等(deng)方式,加強(qiang)和規范職(zhi)業(ye)衛生監(jian)管執法工作(zuo)。
??(三(san))提升(sheng)職業衛生監管效能
??建立(li)健(jian)全職業衛(wei)生(sheng)考(kao)核(he)體(ti)(ti)系,納入對各級政(zheng)府的(de)考(kao)核(he)內(nei)容,結合年(nian)度(du)重點工作任(ren)務,簽(qian)訂年(nian)度(du)目(mu)標(biao)責任(ren)書(shu),實現市對縣、縣對鄉(鎮)職業衛(wei)生(sheng)考(kao)核(he)體(ti)(ti)系的(de)全覆蓋。
??探索建(jian)立企業(ye)職(zhi)業(ye)病危害風險分級(ji)監管(guan)制度,逐步建(jian)立企業(ye)自(zi)主開展職(zhi)業(ye)衛生工作的機(ji)制。
??加強對職業衛生技(ji)(ji)術服務機構服務質(zhi)量(liang)、服務行為(wei)的監管,完善監督檢查(cha)機制。調整充(chong)實專(zhuan)家庫,增加工程(cheng)技(ji)(ji)術領(ling)域專(zhuan)家,為(wei)職業衛生監管工作提供技(ji)(ji)術支(zhi)持。
??(四)加(jia)強企業安全生(sheng)產誠信體系建(jian)設(she)
??加強(qiang)企業(ye)安(an)(an)全(quan)(quan)生產誠(cheng)(cheng)信(xin)(xin)(xin)制(zhi)度(du)建(jian)設,以不(bu)良(liang)信(xin)(xin)(xin)用(yong)記錄作為企業(ye)安(an)(an)全(quan)(quan)生產誠(cheng)(cheng)信(xin)(xin)(xin)“黑名單”的(de)主要(yao)判定依據,建(jian)立安(an)(an)全(quan)(quan)生產誠(cheng)(cheng)信(xin)(xin)(xin)“黑名單”制(zhi)度(du)。推(tui)動(dong)加強(qiang)企業(ye)安(an)(an)全(quan)(quan)生產誠(cheng)(cheng)信(xin)(xin)(xin)信(xin)(xin)(xin)息化建(jian)設,推(tui)進企業(ye)安(an)(an)全(quan)(quan)生產誠(cheng)(cheng)信(xin)(xin)(xin)信(xin)(xin)(xin)息平臺(tai)與(yu)有(you)關行(xing)業(ye)管(guan)理部門(men)(men)、地方政府(fu)信(xin)(xin)(xin)用(yong)平臺(tai)的(de)對接(jie),實現與(yu)社會信(xin)(xin)(xin)用(yong)建(jian)設相關部門(men)(men)和單位(wei)的(de)信(xin)(xin)(xin)息互(hu)聯互(hu)通(tong)。對安(an)(an)全(quan)(quan)生產誠(cheng)(cheng)實守(shou)信(xin)(xin)(xin)企業(ye),開辟“綠色通(tong)道”,在相關安(an)(an)全(quan)(quan)生產行(xing)政審(shen)批等工作中優先辦理,嚴格懲戒(jie)安(an)(an)全(quan)(quan)生產失信(xin)(xin)(xin)企業(ye)。

??用(yong)(yong)人(ren)單(dan)位按照國(guo)家(jia)(jia)有(you)關規(gui)定(ding)在生(sheng)產成本(ben)中(zhong)據實列(lie)支用(yong)(yong)于預(yu)防和治(zhi)理職業病(bing)(bing)危害、工作場(chang)所衛生(sheng)檢測、健康(kang)監(jian)護和職業衛生(sheng)培訓(xun)等(deng)費(fei)(fei)用(yong)(yong);相關部(bu)門按照國(guo)家(jia)(jia)有(you)關工傷保(bao)險的(de)(de)規(gui)定(ding),保(bao)障職業病(bing)(bing)病(bing)(bing)人(ren)的(de)(de)診療、康(kang)復費(fei)(fei)用(yong)(yong),傷殘以及喪失勞動(dong)能力的(de)(de)職業病(bing)(bing)病(bing)(bing)人(ren)的(de)(de)權益;監(jian)管部(bu)門通過(guo)監(jian)督執法等(deng)方式督促企(qi)業增(zeng)加用(yong)(yong)于職業病(bing)(bing)危害治(zhi)理的(de)(de)費(fei)(fei)用(yong)(yong);保(bao)障政府對職業病(bing)(bing)危害治(zhi)理的(de)(de)經費(fei)(fei)投入(ru)。
